Emergency
Aid – Helping Families Overcome Barriers to Self-Sufficiency
The
Prevention, Retention and Contingency (PRC) program
helps employed low-income families overcome immediate
barriers to achieving self-sufficiency. This program
helps families meet needs required to accept a job offer
or retain a job as well as emergency needs that, if
not resolved, could threaten the health, safety or well-being
of one or more household members. Contact 740-532-3324

PRC
benefits are available throughout Ohio but vary from
county to county based on local needs. Each county has
a PRC plan that covers services and benefits available
and eligibility criteria.
In
general services could be available to:
• Household with minor child(ren)
• Household income within the guidelines
of
200%
Federal Poverty Level
• Maximum cap of benefits is $1,000 within
a 18 month time period.
Caps depend on category of services
that you need assistance with
• Limited non-custodial parents
• Household’s without any sanctions or penalties
applied to them
from any federal programs
Some
general services available are:
• Rent, Mortgage and Deposits (Deposits
are limited to subsidized
housing)
• Utility payments (No heating assistance
during the Home Energy
Assistance Program is in effect)
• Vehicle repairs for employment
• Training and Tuition costs
• Uniforms and required equipment for employment
purposes
• And much more
Child
Care Assistance
Child
Care assistance is provided to eligible parents to keep
Ohio's families engaged in work and training efforts
while on the road to self-sufficiency. Child Care is
the stabilizing force that contributes to skilled, healthy
Ohioans, successful businesses and strong communities.
Subsidized
Child Care is provided for eligible families to support
the parents' work and training efforts. ODJFS develops
and issues regulations to govern the program and eligibility
is determined by County Departments of Job and Family
Services (CDJFS). Eligibility is reviewed annually.
Families
receiving this benefit must take their children to child
care providers who are certified or child care providers
that are licensed by the Ohio Department of Job & Family
Services and under contract. The child care benefit
is paid directly to the child care provider or center,
and families are expected to pay a part of the cost
based on income and family size.

Cash
Assistance
Ohio
Works First (OWF) is the financial assistance portion
of Ohio's Temporary Assistance to Needy Families (TANF)
program. OWF was established to provide time-limited
assistance to eligible families.
OWF
provides cash benefits to eligible needy families for
up to 36 months. After 36 months, a family cannot receive
additional cash assistance unless the Lawrence County
Department of Job and Family Services (LCDJFS) approves
an extension of benefits. The emphasis of OWF is self-sufficiency,
personal responsibility and employment. To file an application

Health
Assistance/ Medicaid
The
Medicaid program in Ohio provides medical coverage for
certain qualifying individuals and families with limited
income. To qualify for Medicaid a person must be a U.S.
citizen or meet Medicaid citizenship requirements, an
Ohio resident, have or obtain a Social Security number,
and meet financial requirements.
Ohio
Medicaid provides coverage to the following:
• Children younger than age 19
• Pregnant women
• Families with children younger than age
19
• Adults age 65 and older
• People who are legally blind
• People with disabilities
Health
care services covered under Ohio's Medicaid
program include:
• Most inpatient and outpatient hospital
services
• Most services of doctors, dentists, optometrists,
podiatrists,
and other licensed specialist
• Certain prescription drugs
• Eyeglasses, hearing aids, dentures
• Immunizations
• Well-child visits
• Care in a nursing facility
• Mental health, alcohol, and drug-addiction
services
• And much more.

Transportation
Assistance
Non-Emergency
Transportation (NET) is a statewide program administered
by the County Department of Job & Family Services for
Medicaid eligible customers. NET provides transportation
to and from Medicaid providers. Transportation authorization
is in the form of van services. Under special circumstances,
we may be able to issue a gas voucher to participants
who can use their car or friend or relative’s car for
the transportation to the Medicaid appointment. You
must give three working days notice. Vouchers can be
redeemed at participating gas stations in Lawrence County.
The Medicaid appointment must be within our “Medical
Community” of Lawrence County. Under special circumstances,
there can be travel outside the “Medical Community”
for services that are not available within Lawrence
County.
Who
is Eligible?
• You have a current Medicaid card for the
same month as
your appointment
• You have met your spend-down for the month
• Your appointment is for a service paid
by Medicaid
• You are pregnant and have applied for
Medicaid You do not
require ambulance or ambulance services
or you are able to
ride in a car or van You have given
a minimum of three working
days notice of your appointment
